Information on the Sendong disaster in Cagayan de Oro and how you can help or send donations to help.
Sendong dumped a month's worth of rainfall on our helpless brothers and sisters in the Southern Philippines in a mere 12 hours. The death toll is over 900 with a similar number still missing. Over 45,000 families have been displaced.
Let us not be like Pnoy and prioritize parties first. Donate and help. That will be the best thing to do this Christmas. You can party after. Dont blame them for living near the water like some people do. They need help and that is that. Thank you in advance for helping!

We are appealing for any help you can extend to victims of Typhoon Sendong in Cagayan de Oro Evacuation center IMMEDIATE needs: blankets, mattress/banig/cardboard boxes, clothes, underwear, soap, tissue paper, rubbing alcohol/hand sanitizer,toothbrush, toothpaste,mosquito repellant, mosquito net, timba/tabo, bread/biscuits, first aid medication, slippers, milk in tetra packs for k...ids, ready to eat food. (there is inadequate power/fuel and water for cooking) Cebu Pacific will airlift donations. Please deliver to your nearest drop off point or to the Cebu Pacific warehouse along Airport Road, Paranaque. (or nearest CP Air Station) They will airlift as much as they can 3x a day. PAL will carry the relief goods as cargo on any of the five daily flights to Cagayan de Oro and five weekly flights to Dipolog using the Airbus A320 and A319 aircraft.Priority will be given to lightweight and non-bulky essential items such as medicines and foodstuff. Geologists from the University of the Philippines National Institute of Geological Sciences conducted an aerial survey and rapid assessment of Cagayan De Oro City a few years ago. The four person team included Prof. Fernando Siringan (now with the U.P. Marine Science Institute), Prof. Alfredo Mahar Lagmay, Prof. Emeri ...tus Kelvin Rodolfo (also with the University of Ilinois) and Riovie Ramos, associate researcher from the U.P. MSI. We can better understand the recent massive flooding of Cagayan De Oro City by reviewing the findings and recommendations of the UP NIGS geologists. What were their main findings and recommendations? Cagayan de Oro should encourage movement to higher grounds, not necessarily uplands. This should not compromise the city’s remaining forest cover since reforestation will play a key role in mitigating further calamities. Reforestation is a must. If it will not take place upstream, the areas downstream will suffer. Floods in Cagayan de Oro have become more frequent and higher, in large part due to the 2,000 hectares of forest cover from its watershed which were converted to agriculture and other uses and never replaced. As a result, riverside areas suffer from poor water retention and contribute to the high sediment loads of rivers, constricting waterways and shallow river mouths. See More

DECLARING THE REGULAR HOLIDAYS, SPECIAL (NON-WORKING) DAYS, AND SPECIAL HOLIDAY (FOR ALL SCHOOLS) FOR THE YEAR 2012
WHEREAS, Republic Act (RA) No. 9492, dated July 24, 2007, amended Section 26, Chapter 7, Book I of Executive Order (EO) No. 292, also known as the Administrative Code of 1987, by declaring certain days (specific or movable) as special or regular holidays;
WHEREAS, RA No. 9492 provides that holidays, except those which are religious in nature, are moved to the nearest Monday unless otherwise modified by law, order or proclamation;
WHEREAS, RA No. 9849 provides that the Eidul Adha shall be celebrated as a national holiday;
WHEREAS, the EDSA People Power Revolution, which restored and ushered political, social and economic reforms in the country, serves as an inspiration to Filipinos everywhere as a nation and as a people;
WHEREAS, on January 23, 2012, the Chinese nationals all over the world will celebrate Spring Festival, popularly known as the Chinese New Year, which is one of the most revered and festive events celebrated not only in China but also in the Philippines by both Chinese Filipinos and ordinary Filipinos as well; and the joint celebration is a manifestation of our solidarity with our Chinese Filipino brethren who have been part of our lives in many respects as a country and as a people; 23 January 2012 may be declared as a special (non-working) day without detriment to public interest;
WHEREAS, Friday, 2 November 2012, falling between Thursday, 1 November 2012 (All Saints Day) and Saturday, has been traditionally declared a special (non-working) day throughout the country;
WHEREAS, to give full opportunity to our people to properly observe All Saints Day with all its religious fervor which invariably requires them to travel to and from different regions in the country, Friday, 2 November 2012, may be declared as a special (non-working) day without detriment to public interest;
NOW, THEREFORE, I, BENIGNO S. AQUINO III, by virtue of the powers vested in me by the Constitution as President of the Philippines, do hereby declare:

The proclamations declaring national holidays for the observance of Eid’l Fitr and Eidul Adha shall hereafter be issued after the approximate dates of the Islamic holidays have been determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient. To this end, the National Commission on Muslim Filipinos (NCMF) shall inform the Office of the President on which day the holiday shall fall.
SECTION 3. The Department of Labor and Employment (DOLE) shall promulgate the implementing guidelines for this Proclamation.
SECTION 4. This Proclamation shall take effect immediately.
SECTION 5. This Proclamation shall be published in a newspaper of general circulation.

Number Coding Traffic Scheme in Metro Manila |

The poor traffic in metro manila has led the government to implement a number coding scheme for vehicles travelling the roads of metro manila. The affected cars are based on the last digit of its license plate. The schedule is as follows:
Plate ending in 1,2 : mondays
Plate ending in 3,4 : tuesdays
Plate ending in 5,6 : wednesdays
Plate ending in 7,8 : thursdays
Plate ending in 9,0 : fridays
As of June 2010, the following are extra information one should know about this policy:
1. No window hours: Makati , Malabon and Las Pinas. Number Coding is in effect from 7am to 7pm! 2. No number coding: Taguig, Marikina and Paranaque . So, feel free to roam around these cities anytime. 3. Pasig City has window hours of 9am to 4pm (note the 1 hour additional to the normal 10-3pm window). 4. San Juan has window hours now according to MMDA website. 5. Pasay City is implementing Number Coding except on the following roads: Ninoy Aquino Avenue, MIA Road , Domestic Road , Portions of Airport Road , Sales Road , Tramo. 6. EDSA, C5, Pres. Diosdado Macapagal Avenue , Roxas Blvd ( Pasay ) have window hours regardless of the city (meaning one can drive via EDSA in Makati any day). 7. For the rest of Metro Manila (Caloocan, Mandaluyong, Manila, Muntinlupa, Navotas, parts of Pasay, Pateros, Quezon City, Taguig, and Valenzuela) number coding is in effect (window hours of 10am-3pm is also observed). |

No Smoking in Public Places Policy: 12 Things You Need to Know
- What does a Smoke-Free environment mean?
SMOKE-FREE refers to an environment where everyone is protected from the hazards of secondhand smoke, in all enclosed workplaces and public places, including restaurants, bars and other hospitality venues.
- What are the effects of second - hand smoke?
- Non-smoking adults who are exposed to second-hand smoke at home or at work have a 25% to 30% increased risk of developing lung cancer.
- Babies of non-smoking women who are exposed to second-hand smoke during pregnancy are at risk of experiencing a small reduction in birth weight.
- Maternal milk production is less in smokers compared with non-smokers, and the production decreases as the number of cigarettes smoked per day increases.
- In infants and children, second-hand smoke exposure causes sudden infant death syndrome (SIDS), acute respiratory infections, middle ear disease, more severe asthma, respiratory symptoms, and slowed lung growth.
- When will the "No-Smoking in Public Places" take effect?
After implementing a month-long (June 1-30, 2011) information campaign through warnings given to smokers caught in public places (RA 9211, see below) around Metro Manila, deputized MMDA Environment Enforcers will begin apprehending violators with FINE effective Friday, July 1, 2011.

DOJ ISSUES ADVISORY OPINION ON RULES
ON MILITARY/POLICE CHECKPOINTS

The Department of Justice (DOJ) released today the first Advisory Opinion summarizing the basic rights of citizens in military/police checkpoints.
Advisory Opinion No. 1 signed by Secretary Leila M. De Lima is issued in line with the thrust of the Department to take a pro-active stance and dynamic approach in criminal justice concerns.
“We came out with this initiative to protect the public from abuses committed by law enforcers and to weed out illegal checkpoints,” said Secretary Leila M. De Lima.
The ten (10) checkpoint rules outlined in the Advisory are anchored on the constitutional guarantee against unreasonable searches and seizures (Section 2, Article III). These are:
1. Checkpoint must be well-lighted, properly identified and manned by uniformed personnel. 2. Upon approach, slow down, dim headlights and turn on cabin lights. Never step out of the vehicle. 3. Lock all doors. Only visual search is allowed. 4. Do not submit to a physical or bodily search. 5. You are not obliged to open glove compartment, trunk or bags. 6. Ordinary/routine questions may be asked. Be courteous but firm with answers. 7. Assert your rights, have presence of mind and do not panic. 8. Keep your driver’s license and car registration handy and within reach. 9. Be ready to use your cellphone at anytime. Speed-dial emergency number. 10. Report violations immediately. Your actions may save others.
Each rule is supported by law and jurisprudence to ensure that in the implementation of proper search and seizure procedures at military and police checkpoints, human rights are not violated. Important definitions such as “checkpoint,” “visual search” and “probable cause” are included in the Advisory. The rules are couched in a language that is easy to understand and memorize.
